The University Council s Organization Materials:
The University Council is composed as follows:
· Minister of Higher Education (Board Chairman)
· University President (Board Vice Chairman)
· Vice Presidents of the university
· The Secretary General of the Higher Education Council
· Three experienced scholars appointed by the Minister of Higher Education for three years.
Adhering to the provisions of this law and other regulations, and what is passed by the Higher Education Council in resolutions, the University Council shall discharge Scientific, administrative and financial affairs, and implement the general policy of the university. It has, in particular:
1. To adopt the training and delegation plan
2. To propose the establishment of faculties, institutes, departments, research centers, supporting deanships, and to propose amending their names, their merger or abolishment.
3. The adoption of the scientific disciplines and graduate programs.
4. To award degrees to university graduates.
5. To grant honorary doctorate.
6. To determine details of the academic calendar, in accordance to the general framework for the beginning and end of the study and the interspersed holidays.
7. Hiring out faculty members, delegating and deploying them for scientific assignments, granting them a sabbatical leave, and terminating their services according to the rules governing that.
8. To approve the curricula, study plans, textbooks and references at the suggestion from relevant boards of faculties and institutes.
9. To propose stipends and bonuses of all kinds for students.
10. To approve of the university draft budget and forwarding it to the Minister of Higher Education.
11. To adopt the internal regulations of the University, which do not relate to financial and employment benefits.
12. To propose university regulations or its amendment.
13. To discuss the annual report for presentation to the Higher Education Council.
14. To determine independent amounts to be allocated to each Faculty, Institute, Supporting Deanship and research center to spend within the limits of the financial regulations.
15. To discuss the final accounts of the university in preparation for submission to the Prime Minister.
16. To adopt the extracurricular activity plans of the university.
17. To decide on the appointment of faculty members on the recommendation of the Scientific Council.
18. .To accept donations, gifts, recommendations and others as long as they do not contradict the primary purpose for which the university was established.
19. Laying down rules for visiting students and those transferring from and to the university .
20. To consider subjects referred to it by the Minister of Higher Education or university president or anyone proposed by any member of the Council for presentation.
The Council can compose standing or temporarily committees from among its members or others to study whatever it may assign to them.
The Council shall meet at the invitation of its head at least once a month. The chairman has can call members to a meeting if the need arises, and has to call for a meeting if a third of the members presents him with a written request to do so.
The Minister of Higher Education may request that any matter he deems right be introduced in the agenda, or deferred before the meeting. Its meeting shall be valid only if attended by at least two-thirds of its members and the Council s secretariat is run by one of its members upon nomination by the Council and the consent of head.
Council decisions are issued by absolute majority of the votes of members present, and if a tie arises the side on which the chairman is outweighs.
